She has broad, deep, subject-matter expertise in Equal Employment Opportunity, Civil Rights and Diversity programs, having served in leadership roles in the intelligence community and at government agencies, such as the Depts. of Justice, Labor, and Defense, as well as NASA. She is a 2019 graduate of the Leadership for a Democratic Society, Federal Executive Institute.

Carr received her Bachelor of Science degree in consumer affairs from the School of Human Ecology, Indiana University of Pennsylvania. In addition, she possesses several professional and leadership certifications through Georgetown University and Cornell University, Industrial Labor Relations, among others.

Aretha succeeds Era Marshall, who retired at the end of 2022 after 30 years as director of OEESD.

“I would also like to take this opportunity to thank Rudy Watley, who has served as Acting Director since Era Marshall’s retirement,” said Secretary Bunch. “Please join me in welcoming Aretha Carr as she assumes her new role and responsibilities. With her commitment and expertise, I know she will help sustain a Smithsonian that offers growth and opportunity to all.”
